The Cook County Juvenile Temporary Detention Center (JTDC) provides safe and temporary housing for youth ages 10 – 18 with pending legal action in the Cook County Courts. The JTDC is dedicated to providing its youth with leadership, structured care, and supervision through a balanced approach of creative programming and services that teach responsibility, accountability, and sensitivity. Each member of the JTDC staff is actively encouraged and supported in pursuit of creative participation, personal well-being, and professional development.
As the largest juvenile detention center in the nation, the facility contains five major departments and various offices consisting of 600+ employees who serve an average daily population of 280+ residents.
Under the direction of the Director of Human Resources, Clerk IV-Human Resources is responsible for performing a variety of human resources duties and general office support functions within the department.

Under the direction of the Director of Human Resources, Clerk IV-Human Resources is responsible for performing a variety of human resources duties and general office support functions within the department.
Typical Duties
- Ensures that human resources files and records are maintained in accordance with legal requirements and JTDC policies and procedures.
- Performs a variety of personnel related clerical duties associated with data entry, scanning, filing, creating and maintaining employee personnel records, and basic functions related to customer service.
- Provide a high level of customer service to all employees, vendors and other visitors in person and virtually; escalating issue as needed.
- Receives, sorts, and distributes mail and other materials, posts letters and packages.
- Support the recruitment process by assisting with the preparation of interview packets, scheduling interviews, processing paperwork, and preparing new hire orientation packets
- Acting as a first point of contact for employee inquiries and providing information on policy and benefits.
- Operate a variety of office tools, including computers, specialized software, photocopiers, fax machines, and printers
- Direct visitors and employees to appropriate offices
- Order and maintain supplies for the HR department
- Maintain all HR bulletin boards with updated information
- Coordinates the administration of and may monitor various employee testing
- Maintain order and organization of the human resources department
- Attend and participate in meetings as required
- Performs miscellaneous clerical functions and special projects as assigned.
Minimum Qualifications
- High School Diploma or G.E.D. Test Certificate
- 2 years’ experience of administrative experience; preferably in a Human Resources environment
- United States citizenship
- 21 years of age at the time of application submission
- Illinois residency obtained within 90 days of date of hire
Knowledge, Skills, Abilities and Other Characteristics
- Ability to type at least 45 wpm with minimal error.
- Ability to work cooperatively with administrative, supervisory, technical and professional personnel in maintaining adequate clerical services.
- Knowledge of good office management principles. Excellent knowledge of business English, spelling, punctuation, and grammar.
- Skill in the application of sound mathematic principles and basic bookkeeping methods relative to maintaining important financial or statistical records.
- Attention to detail and accuracy regarding time and organizational management. Ability to handle stress in a fast-paced work environment
- Excellent communication and public relations abilities
- Previous work experience or vocational training utilizing skills, knowledge and abilities comparable to those characterized herein and applicable to area of assignment
- Highly accountable, reliable, and prompt, with a strong work ethic
- Demonstrates proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint
- Demonstrates skills in database creation and maintenance
- Bilingual communication skills preferred.

- Extensive reaching, bending, and moving of objects up to 20 pounds to organize and place in files.
- May require periods of walking throughout the facility.

- Ability to effectively operate and utilize a computer.
- Must be able to work longer hours based on departmental needs.
- Illinois residency obtained within 90 days of the date of hire.
- Pass a pre-employment drug screen and background check including but not limited to LEADS, CANTS, and professional references.
- The result of negative from the Illinois Department of Children and Family Services (DCFS) Child Abuse Registry.
